Teaching Hospital–Based Medical Education Quality
A practical, measurable framework to strengthen learning, assessment, continuous improvement, and governance—built for real-world clinical training.
Led by BINH PHUONG LE, MD, PhD, FISQua, MAMEE - International Advisor in Medical Education, supporting universities and teaching hospitals to operationalize quality in clinical training.
The Framework
The Learn–Assess–Improve–Govern Framework

4 pillars:
Many institutions have strong teaching and passionate faculty—yet struggle to make training measurable, assessment reliable, and decisions governed. This framework provides a simple structure and starter KPIs that leadership can adopt quickly.
LEARN — curriculum & rotation design; clinical supervision & teaching; learning resources
ASSESS — competency assessment system; assessment quality; learner progression
IMPROVE — CQI cycle; faculty development; learning environment & safety
GOVERN — medical education governance; quality & risk management; transparency & reporting
Who this is for
Designed for
Health sciences universities seeking stronger clinical training outcomes
Teaching hospitals aligning clinical education with patient safety and quality
Deans, program directors, department heads, and faculty development teams
Designed for Medicine, Dentistry, and Dental Public Health—especially where training includes community placements and prevention programs.
Outcomes
What changes after adoption
A shared education quality language across departments
Clear minimum standards for supervision, assessment, and progression
A KPI dashboard that leadership can review monthly/quarterly
Evidence of improvement that supports partnerships and accreditation narratives
Evidence you can expect: dashboard-ready KPIs, decision logs, assessment blueprints, and a pilot report (baseline → CAPA actions → re-audit).
How I can help
Partnership options: Engagement options (choose how we deliver)
Option 1 — 90-Day Adoption Sprint
Baseline scan → KPI starter set → governance cadence → implementation plan
Blueprinting, rubrics, moderation, reliability signals, remediation pathways
Clinical teaching, feedback, supervision, evaluation and improvement cycles
Option 2 — Assessment Excellence Pack
Option 3 — Faculty Development Bootcamp
Option A — Principal-led delivery with a dedicated support team
For large-scale projects, I lead as the Principal Consultant and assign a small, trusted support team as needed (program coordination/PMO, assessment operations, CQI/CAPA support, KPI/dashboard support) to ensure timely delivery. All deliverables are reviewed and signed off by me.
Option B — Build your internal delivery team (capacity building + handover)
If long-term ownership is the priority, I help you set up an internal team (roles/RACI, governance cadence, assessor calibration, CQI/CAPA workflow, KPI/dashboard routines) and hand over a 90-day playbook so your organization can sustain LAIG independently after rollout. Optional quarterly assurance (review/calibration) is available.
